Two villains have previously used the name Iron Mask. The first at the end of the 19th century (Ed Lacerton) and several decades later, the kingpin Dan Vittorio. The true identity of the current Iron Mask is a complete mystery, although he is known to have used the alias "Mike Martin". What is known for sure is that he is an exceptional scientist, but lacking the slightest scruples: He manufactured what we know today as a "dirty bomb" and threatened to destroy Sterling City if he was not paid a ransom. Major Blast and his partner, Rocky Thunder (Captain Flash and Ricky), managed to find and defuse the bomb in extremis. Iron Mask apparently fell to his death before they could stop him.
But his body was never found ...

Iron Mask was a brilliant inventor and scientific genius who was able to create a proton gun, and wildly realistic humanoid-looking androids of various shapes and sizes, among many other incredible inventions.
