Professor James Barton designed the SCOOT suit, a high-tech armor that turned whoever wore it into a living weapon.
In this case, the one chosen to wear the armor was Professor Barton's nephew, Sam, a young man who worked as a computer technician in the Police Department of the city of Quality (United States). The SCOOT teamed up with Detective Dumbull, whom Sammy had helped retrieve his badge previously.
Sam Barton was recruited by Director Battle for the FIXERS Initiative of the secret agency DANGER.
