Raised in a Martian colony in the 37th century, Donnie Rico was born with the mutant ability to control electromagnetism. While still very young he began to run adventures throughout the Confederate Planets, calling himself Volto.
On one of his outings, Don found Flip Falcon's 4-D Machine, with which he traveled back to the 20th century, where he had many more adventures before returning to the 37th century and joining the Inter-Space Justice Syndicate.

Volto is able to dominate electromagnetic forces at will, being able to attract or repel objects, fly and generate defensive force fields.
