Philip Hoshi was a Japanese-American doctor who worked at Whiz Valley Hospital, but secretly he was a fifth columnist loyal to Imperial Japan, the land of his ancestors, conducting experiments in his laboratory late at night with the intention of develop a fear toxin with which to cause chaos and terror in the United States and thus be able to steal plans and information vital to the defense of the West Coast during World War II. He was ultimately defeated by US Jones.
POWERS & WEAPONS
The toxin developed by Dr. Hoshi caused men to go mad with fear, to the point of doing irrational things like jumping out of windows for no reason or revealing their deepest secrets. Dr. Fear administered the gas to his victims through, for example, a hidden mechanism in a flower he wore on his lapel.
