Robert Lee, also known as the Scepter, was a criminal mastermind who prided himself on outwitting the police and paranormal heroes. He left notes at the crime scene pointing out how he had deceived them and published messages in the local newspaper announcing plans for his next big heist. He was a really elegant and charismatic guy, but he had a serious problem with overconfidence and a desire for notoriety.

The scepter that Robert Lee initially carried only served to emit a thick screen of smoke to facilitate his escape. However, after successive improvements, the power level of the scepter increased considerably until it became a truly powerful object, with the ability to generate force shields, tractor beams, destructive force beams or allow its bearer to defy gravity. At first Lee led his own band of thieves, but as the power levels of his scepter increased, he dispensed with associates or henchmen.
