Sam Mindoro, alias Sea-Devil, was a modern pirate, owner and lord of an island called Pelewan, near the Philippines.
The island had previously belonged to an Englishman named Watson, but Mindoro killed him and made it his base of operations. Mindoro decided to become a legendary figure, a sea demon, to make his robberies easier due to the fear factor. And he largely got it...
POWERS & WEAPONS
As a Sea-Devil, Mindoro wore a terrifying-looking suit that allowed him to breathe and speak underwater, as well as increasing his strength and endurance to superhuman levels. He was also a good fighter, skilled with throwing knives, and deadly with his favorite weapon, the machete.
His secret base in the underwater caves of Pelewan Island was very well equipped and he had his own gang of thugs.
