Dr. Caesar Blackton was the chief physician of Ace City General Hospital, a man whom everyone considered altruistic and humanitarian.
However, he was actually a dangerous and narcissistic psychopath, who created in his laboratory a mutated and much more lethal strain of the bacteria that causes the Black Death. After releasing the bacteria and not content with causing hundreds of deaths, he brutally murdered several doctors in his hospital, giving birth to the terrifying figure of the Surgeon. Ace City's doctors were unable to treat their patients for fear of the Surgeon and the plague was growing out of control.
The President of the United States declared martial law and DANGER's Bacteriological Warfare Division cordoned off the city in an effort to stop the pandemic.
The Surgeon sent a video offering a vaccine in exchange for a blood sacrifice, the life of every firstborn in Ace City. Amidst the chaos, an obscure paladin rose, a masked hero was able to hunt down the villain and retrieve the cure, saving the city and its inhabitants...
However, Dr. Blackton managed to evade the authorities and is still on the loose, plotting new genocidal plans.
