Kendall Richards was a mystery writer who collaborated with the police, earning the hatred of mob leader Rusty Blade. Blade ordered his removal, forcing Richards to fake his own death. Taking advantage of the fact that criminals are no longer looking for him, Richards decided to assume the masked identity of The Bogeyman to settle the score with Blade's gang and bring them to justice. Kendall joined Sentinel's Liberty Guards to fight the Axis Powers. Unfortunately in this parallel world (Earth-164D), D-Day was a failure and World War II dragged on for decades.
