As the Cold War intensified, the Soviets sought to counter all American achievements, whether in sports, the space race, or the arms race. The Soviets already possessed the atomic bomb, so they wanted to increase their arsenal by creating their own version of Atoman, the American nuclear hero.
Vasily Dushkin, a Russian scientist working at the Kurchatov Institute, was chosen as a volunteer to be exposed to nuclear materials, absorbing the power of the atom and thus obtaining superpowers similar to his North American counterpart. Dushkin, transformed into Atomaster, used his new abilities for the ideals of the Soviet state.

As a result of the treatment to which he was subjected, Dushkin's cellular structure was altered at the atomic level, making him capable of exploding atoms, giving him "atomic strength", ability to fly, great speed, invulnerability, "atomic vision" and the capability to heat his body so that he was able to melt steel with his hands.
