Jean Starr was a combative assistant district attorney who often shared adventures with Robert Benton, also known as Fero the Terror. Her proactive attitude earned her the hatred of the criminal underworld, something that ultimately almost cost her her life. Only Bob's special formula injected directly into the young woman's heart was able to save her, but not without a fortunate side effect: Jean changed, she became bigger, stronger and tougher (luckily she did not become as "attractive" as Fero...). Since then she combines as best she can her work in the district attorney's office with the more direct fight against crime, calling herself Ms. Terror.

As a result of being injected with Bob Benton's special formula Jean Starr became a mutate with abilities similar to Fero. Jean Starr saw her physical form drastically altered, growing several centimeters and gaining a considerable amount of body mass. Unlike Bob Benton when he transforms into Fero, Jean retained all of her intelligence and personality. Jean Starr possesses immense super strength, almost to the level of Fero himself. Ms. Terror's leg muscles are strong enough to allow her to jump great distances. In addition to her strength, Ms. Terror possesses resistance to physical damage to a superhuman degree and her highly efficient physiology makes her immune to most diseases.
