HISTORY 

Simon Binder was a young taxi driver in NYC who had great driving skills. His driving skills caught the attention of Mr. Chandra Swamy, an eccentric millionaire who enjoyed building racing cars. Mr. Swamy's best racing car, the Silver Streak, became a target for someone or something, because every time someone drove it, that person was killed. Because of this added danger no one wanted to pilot it, except Simon. Unfortunately, as expected, he was also murdered, but Mr. Swamy managed to bring him back to life thanks to a "secret fluid." His resurrection had an unexpected side effect: Simon Binder gained the paranormal ability to move at superhuman speed. This is how Simon Binder, taking the name of the prototype (Silver Streak) became a costumed hero. 

Note: Silver Streak's powers can be transferred to others through blood transfusions. This was how his teenage sidekick, Mickey O'Toole AKA Meteor Boy, received his powers.

HISTORY 

Dash Dartwell was a college athlete at Dravrah University (Centaur City). His biochemistry professor, Dr. Drew Moss, gave him the Metabo-serum, which gave him superhuman speed and recovery. At first the serum only had a temporary effect, but eventually it became permanent. Dr Moss made sure the Metabo-serum only worked with Dash. So anyone who wanted to appropriate the formula would be very disappointed. At first, Dash used the powers of the Metabo-serum to win an inter-university competition against Elay University, breaking four world records at the same time. That's when the press dubbed him the Human Meteor, a name he later used when he decided to use his new abilities to fight crime. Dash married Dr. Moss daughter, Bettie. 

Meanwhile on Earth-164B: Simon Binder, a professional driver suffered a serious accident as a result of which he received a blood transfusion from Dash Dartwell. Binder and Dartwell shared a rare blood group (0-), the key to the transmission of Dash's powers, and thus, Simon became the super speedster known as the Silver Streak.
